Yulduzxon Umarbekova

Yulduzxon Umarbekova is a highly experienced professional in the fields of social protection, child rights, and social work education reform. With a strong background in law and social work, she has dedicated her career to advancing the rights and wellbeing of vulnerable groups, particularly children and families in need of social support.

She began her professional journey as Chief Consultant at the Information and Legal Department of the National Center of the Republic of Uzbekistan for Human Rights (2003–2010). Later, she served as Head of the Department for the Study of Children’s Legal Problems at the Republican Center for Social Adaptation of Children (2010–2018). In this role, she led research and coordinated state projects on child protection and social policy, many of them supported by UNICEF and the European Union.

Yulduzxon has also played an instrumental role as a national expert and trainer in major international initiatives, including projects on inclusive education for children with special needs, strengthening family and child support services, and case management in social protection. She has collaborated with international experts from the UK, USA, Austria, Lithuania, Latvia, Georgia, and other countries.

Her legislative contributions include co-developing the draft Law of the Republic of Uzbekistan “On Guardianship and Trusteeship” (2012–2013), contributing to the Law “On Social Services” (2015), and most recently, serving as a contributor to the draft Law “On Social Work” (2024–2025).

In 2023, Yulduzxon completed an internship at Bucheon University in Korea under the program “Short-term Program for Early Childhood Education Expert.” She then served as Chief Specialist at the Department for the Development of Social Services for Children in Difficult Life Situations at the National Agency for Social Protection under the President of Uzbekistan (2024–2025). Since January 2025, she has been serving as Deputy Director and Head of the Program Department at the Center for Strengthening Communities and Social Wellbeing.

Her professional achievements have been recognized nationally; in 2017, she was awarded the Order of “Uzbekiston Respublikasi Xalq ta’limi a’lochisi.”

Yulduzxon’s expertise spans child protection, social work education, legal reform, and international cooperation. She is fluent in Uzbek and Russian, with basic proficiency in English.
